To All Registered Contractors With the
CHAGUANAS BOROUGH CORPORATION
In accordance with C.T B. Ordinance Regulation 12/2 (a) Legal Notice #234 as amended which falls under the
Special Ministerial Tenders Committees Limit, tenders are invited for Construction Works under the
Development Programme 2013/2014 for the following:
1. Cunupia Market Backfilling and Paving
2. C.B.C Workshop Mezzanine Floor
Prospective Tenderers who wish to bid must be a Registered Contractor with the Corporation whose name
appears on the List of Contractors. (All Petty Contraction must be approved by the Minister of Finance,
Director of Contract, Circular Memorandum 2/1/16 dated 12/03/1997).
Tender documents may be perused and can be obtained at the Tenders Department during the hours of 9:00
a m. to 1200 noon and 1:00 p.m to 3:00p.m. at a non-refundable cost of $1,000.00 per package.
A Public Notice, an Invitation to Tender along with a listing of all Registered Contractors will be placed
at the information desk of the New Administrative Complex.
Tenders must be accompanied by an original Valid Income Tax and Value Added Tax Clearance Certificates
issued by the Board of Inland Revenue and dated not more than (6) six months prior to the closing date of the
tender. Tenders must be accompanied by an original National Insurance Compliance Certificate. All other
instructions are attached to the tender packages.
Any further technical information may be obtained during normal working hours from Mr. Ranjit Persad, County
Superintendent, Chaguanas Borough Corporation, Ministry of Local Government at cellular number 498-2475.
A pre-tender meeting followed by a site visit will be held on Wednesday 17th September, 2014 at 10:00 a.m.
at the Technical Department of the New Administrative Complex.
Tenders will be closed on Monday 22nd September, 2014 at 10:30 a.m. Tender documents are to be deposit-
ed in the WHITE TENDER BOX marked "SPECIAL MINISTERIAL CONTRACTS" located at the Tenders
Department of the New Administrative Complex, Chaguanas Borough Corporation.
Tenders will be publicly opened shortly thereafter at the Conference Room of the New Administrative Complex.
The tenderer or his representative may be present at the opening.
Late Tenders will not be considered under any circumstances. The Committee does not bind itself to
accept the lowest or any other tender. The Committee reserves the right to cancel the bidding process in its
entirety or even partially without defraying any cost incurred by any firm in submitting their tender.

that the revised Standing Orders of the House of
Representatives (S.O. 83(3)) grants the Leader of the
Opposition the right to determine the order in
which the Heads of Expenditure will be considered in
the Standing Finance Committee? The Leader of the
Opposition must submit his preferred order in
writing to the Speaker (Chairman of the Committee)
and the Government on Friday September 12, 2014
and if he fails to do so, the Government will
determine the order.

STANDING FINANCE COMMITTEE
The Standing Finance Committee (previously called
the "Finance Committee") will provide an
opportunity for all members of the House of
Representatives to examine the estimates of
expenditure in detail, prior to the House signifying its
approval/disapproval of the national budget. This
Committee also provides an opportunity to seek
clari cation from the relevant Ministers,
Accounting O cers and Technocrats responsible
for each "Head of Expenditure" on the details of the
estimates for the upcoming nancial year. A "Head
of Expenditure" is the classi cation assigned to each
Ministry/Department contained in the Appropriation
A meeting of this Committee will be convened after
the Members of the House have debated the
Appropriation Bill. For the rst time, the
deliberations of this Committee will be held in
