The Government of Trinidad and Tobago signed a Loan Agreement with the Inter-American Development Bank termed the
Neighbourhood Upgrading Programme (LO 2489/OC-TT) on February 8, 2011. The six year US$50M loan programme became eli-
gible for disbursement on September 20, 2011.

The consultant must
• Have ten (10) years' experience in project evaluation and implementation;
• Have five (5) years' experience working on a project of a similar nature;
• Submit a portfolio of at least two (2) M&E Reports for projects implemented in developing countries and have been funded by
an International Financial Institution. These reports must be in English and no more than 18 months old;
• Possess Post Graduate Qualifications in Statistics, Economics, Management, Public Administration or Monitoring & Evaluation.
• Possess excellent writing and communication skills in English.
The consultancy cost is estimated at US$30,000, which is subject to modification based on experience and skill.
Interested persons are asked to submit their resumes and a portfolio of two project monitoring and evaluation reports for an IFI
(completed within the last 18 months) to the Ministry no later than 10 am EST on Monday 03 November, 2014.
