PREQUALIFICATION OF CIVIL CONTRACTORS FOR
PUBLIC-PRIVATE PARTNERSHIP (April 2015)
INVITATION TO PRE-QUALIFY
The Land Settlement Agency (LSA) is an Agency of the Ministry of Land and
Marine Resources under the ambit of the State Land (Regularisation of
Tenure) Act No. 25 of 1998. The LSA is involved in the Land for the Landless
Programme which is geared towards creating opportunities for the landless
to have access to land as part of a housing solution.
The LSA is seeking to pre-qualify Civil Contractors who are capable of
financing and completing developmental works at Designated
squatter sites under a Public-Private Partnership (PPP) arrangement.
The developmental works may construction of roadways, drainage systems,
laying of water reticulation systems and sewer lines infrastructure.
Prospective civil contractors (Firms) are required to indicate their interest in
being prequalified in the following project ranges:
i. Between TT$5M-TT$10 M
ii. Between TT$10-TT$20M
iii. Above TT$20M
Categories should be chosen based on the Contracting Firm's ability
to demonstrate its financial and resource capacity to fund and execute
contracts within the associated project range.
Pre-qualification will be based on the ability to satisfy minimum requirements
established in the following areas:
Experience and References
Competence of Personnel Assigned
Health, Safety, Environment and Quality Management Systems
Available Plant and Equipment
PURCHASE AND COLLECTION OF PACKAGE
A. Prequalification Packages for Civil Contractors in any of the three project
ranges identified can be obtained upon payment of a non-refundable fee
in the amount of TT$1000 each (either by cash or certified cheque).
B. Payments for and the collection of packages are to be transacted at the
LSA's Head Office, Administration Building, Orange Grove Road South,
Orange Grove Estate, Tacarigua, from April 13, 2015 (excluding
public holidays and weekends) between the hours of 9:00 a.m.
and 3:00 p.m.
ELIGIBILITY OF FIRMS
A. Only Companies incorporated in Trinidad and Tobago with a local
office will be eligible for pre-qualification.
B. All entities currently trading with the LSA, wishing to apply for
Civil Works under this specific PUBLIC-PRIVATE PARTNERSHIP
arrangement, ARE REQUIRED TO purchase and re-submit the
aforementioned pre-qualification questionnaire for consideration.
SUBMISSION OF COMPLETED PRE-QUALIFICATION QUESTIONNAIRE
A. ALL documents stipulated in the Pre-qualification package MUST be
submitted along with the Pre-qualification questionnaire. Failure to
do so shall result in disqualification.
B. All submissions SHALL be placed in sealed envelopes and labelled and
deposited in the respective tender boxes located at the LSA's Executive
Building, Head office as follows:

The Deadline date for submission is April 27th, 2015, no later than
2:30pm. Submissions received after the established time and date shall
not be eligible for consideration and shall be returned unopened.
C. Upon submission, Applicants will be required to sign the Pre-qualification
Submission Form provided. ALL Applicants are required to clearly state
the Company's name, postal and email addresses and telephone contact
ON the OUTSIDE of the envelope. Failure to adhere to these labeling
requirements may result in disqualification.

The LSA reserves the right to reject any or all submissions for failure to
comply with any of the requirements stated in the Pre-Qualification

without repaying any costs incurred by any Applicant in responding to this
The LSA will not be responsible for repaying any costs associated with
preparation of Pre-qualification submissions.
A Pre-Qualification discussion meeting will be held on Wednesday 15th April,
2015 at the Couva/ Point Lisas Chamber of Commerce, Camden Road,
Couva between the hours of 10am and 12 noon. All firms interested in
pre-qualifying for this venture are invited to attend.
