The Tourism Development Company Limited (TDC) through the Ministry of Tourism is responsible for the development and
promotion of the Tourism Industry in Trinidad and Tobago. The (TDC) wishes to redevelop its website in an effort to leverage its
electronic activities to streamline and improve the operations of the company. Therefore, the TDC is inviting suitably quali ed
rms / individuals to submit proposals for Website Development and Site Support.
1. Skills and Experience of Tenderer:
Firms/ Individuals submitting proposals must have the relevant experience and a
proven track record in Tourism Destination Branding and Advertising in the
Caribbean region and globally.
Firms/Individuals must possess the following requirements:
i. Experience with Website Development within the Tourism Industry locally
ii. Have personnel with the required educational and technical quali cations
and experience in Website Development and Site Support;
iii. Be nancially stable (as evidenced by audited accounts for the past 3
iv. VAT Clearance Certi cate, and National Insurance Clearance Certi cates
must be provided by locally based companies.
2. Award Criteria
The TDC will award the contract to the rms/individuals that submitted a proposal
that satis ed the following requirements outlined in the RFP Documents:
1. Technical Quali cations and Capability of Personnel in Tourism Destination
2. Experience - Speci c and General in website development and site support
3. Programme of Execution and Proposed Concept and Methodology
4. Financial Capability of the rms/individuals
5. Price/Costing of the technical proposals received for the development of
the website and site support.
3. Purchase of Packages
Interested rms/ individuals are invited to obtain RFP packages from the TDC.
These documents may be collected upon payment of a non-refundable fee of
Three Hundred United States Dollars ($US300.00) or the TT equivalent. The fee
may be paid in cash at the TDC's of ce at Level 1 Maritime Centre, 29 Tenth
Avenue, Barataria, Trinidad and Tobago or deposited in any branch of First
Citizens Bank to Account No. 1438075.
For rms/indivduals making payment via Banker's Draft this draft must be made
payable to the Tourism Development Company Limited and submitted at the
TDC's of ce.
The RFP package must be purchased between the hours of 9:00 am and 4:00
pm, from Wednesday 22nd to Tuesday 28th April, 2015, excluding weekends
and public holidays, at the TDC's of ce located at Level 1 Maritime Centre, 29
Tenth Avenue, Barataria, Trinidad and Tobago
4. International Firms/ Individuals
International rms/individuals interested in purchasing the RFP Package are
advised to wire a non-refundable fee of Three Hundred United States Dollars
($US 300.00) to:

A receipt con rming payment of the fee must be faxed or e-mailed to Mr. Swamy
Morgan. Upon con rmation of receipt Mr. Swamy Morgan will provide the
interested parties with access to the RFP Package electronically.

5. Submission of Proposal
All interested rms/individuals must deposit (one) 1 complete original and four (4)
copies of the Technical Proposals in the Tenders Box located at the TDC's of ce
no later than 4pm Trinidad and Tobago time on May 15, 2015. The tender box will
be addressed as:

Proposals will not be accepted electronically. Therefore, international
rms/individuals are advised to submit their proposal using registered
The TDC does not bind itself to accept the lowest bid on any tender proposal.
Late proposals will not be accepted under any circumstances. There will be no
public opening of proposals.
This procurement process does not create a formal legally binding process and
is governed by the laws of the Republic of Trinidad and Tobago. For greater clarity
and without limitation:
1. The RFP shall not give rise to any "Contract A" -- based on tendering law
duties or any other legal obligations arising out of any process contract or
