CONSTRUCTION OF THE MORUGA MULTIPURPOSE YOUTH FACILITY

The National Insurance Property Development Company Ltd. (NIPDEC), acting on behalf of the Ministry of Gender, Youth & Child Development, invites propo-
nents to provide construction services for the Moruga Multipurpose Youth Facility, St. Mary's Recreational Grounds, Moruga.
Proponents are invited to submit a proposal for the above project. Applications will be evaluated according to the following basic criteria:
Experience of the proponent
General background & organisation of the proponent
Project schedule and method statement
Designated manpower resources
Eligibility based on submission of required statutory certificates
Prospective proponents should have successfully undertaken previous construction projects to a total project value of TT$10,000,000.00.
Proponents are advised that Request for Proposal (RFP) packages will be available from May 14th, 2015 from the Office of the Company Secretary at 56-60 St.
Vincent Street, Port of Spain, between the hours of 9:00 a.m. to noon and 1:00 p.m. to 3:00 p.m.
There is a non-refundable tender fee of TT$2,500.00 plus VAT, which must be paid at any branch of First Citizens Bank of Trinidad and Tobago Limited, Account

To be allowed access to the RFP packages, the proponent must present proof of payment to the office of NIPDEC's Company Secretary.

Sealed packages must be delivered to the appropriately marked box situated in the security booth at NIPDEC's Head Office. Late applications will not be considered.
Tender submissions will not be accepted electronically.
There will be a pre-submission briefing and site visit on May 20, 2015 at 9:00 a.m. at the location of the site, St. Mary's Recreational Grounds, Moruga.
Proposals will be opened publicly at NIPDEC's Head Office located at 56-60 St. Vincent Street, Port of Spain on June 11, 2015 at 2:30 p.m.
Only firms purchasing the RFP package shall be permitted to submit a proposal. Any proposal submitted by a firm which has not purchased an RFP package shall be
rejected as invalid.
The proponent is advised of the requirement to submit tender security in the sum of TT$250,000.00.
Please be advised that NIPDEC's criteria for the acceptance of banks and insurance companies that provide surety for insurances to design consultants are as follows:
With respect to banks, bonds shareholders equity shall be at least TT$10M.
For insurance companies, paid up capital plus free reserves should be at least TT$30M and certification by the Supervisor of Insurance of the
company's capacity to issue the bond and that the requisite re-insurance shall be in place.
Further note that:
The proponent shall bear all costs associated with the preparation and submission of the proposal including the tender fee which is not reimbursable;
ii. Foreign proponents are expected to comply with the requirements on the RFP packages to the extent to which such requirements are applicable to them;
iii. NIPDEC reserves the right to cancel the present tender in its entirety or partially, without defraying any cost incurred by any firm in submitting its tender.
