He did so in speaking to reporters after the
Prime Minister last Friday announced the
September 7 general election date.
Howai said instructions were sent to
ministries in March to start Budget
preparations and draft estimates were
expected to be in hand by month end.
He said the election date wouldn't hamper
the presentation of a Budget later in
September and would still allow it to be in
place by the start of the new financial year in

Winston Dookeran is likely to announce that he
will not contest the seat in the upcoming general
The Guardian confirmed over the weekend that
Dookeran is likely to make the formal announce-
ment at a media briefing later this week.
Dookeran said last Saturday that after the dis-
solution of Parliament on Wednesday, his direction
was "open." But sources close to him have con-
firmed that he will not be running again.
The Alliance of Independents (AI) recently con-
firmed talks had been held with Dookeran to notify
him that AI planned to contest his Tunapuna seat.
AI officials had said they hoped they could also
get assistance from him in planning their economic
policies but hadn t talked to him on endorsing
AI s Tunapuna candidate.
AI s leadership has supported and promoted
Dookeran s recent book, which states there is need
for reconceptualisation of the politics since the
crisis that had existed before still exists.
However, when AI was in its formative state
and holding talks with ILP s Jack Warner, Dookeran
had remained non-committal on the group.
