In the wake of a schoolboy being killed, education
stakeholders are now calling for measures to be put in
place to keep the nation s children safe.
Among these measures is the re-introduction of truant
officers to monitor students who are not in school.
This was the view of both Lynsley Doodhai, second
vice president of the T&T Unified Teachers Association
(TTUTA), and Zena Ramatali, president of the National
Parent Teachers Association (NPTA).
This call comes in the wake of the death of 12-year-
old student Yakini Charles who was shot in the back on
St Andrew Lane, Gonzales, while walking back to his
Pitman Lane, Gonzales, home. He died while undergoing
"TTUTA is making a plea to bring back the truant
officers to protect our children. Children are home or on
the streets and we do not have a way to stop that,"
Doodhai said the former minister of education Dr Tim
Gopeesingh was planning to reintroduce truant officers.
However, those plans did not come to fruition,
but Doodhai hopes that new Education Minister
Anthony Garcia would consider that idea.
He added that under no circumstances should
children be sent home from school for uniform
Ramatali, NPTA president, also agreed with
TTUTA and added that there needed to be an
overall education policy implemented for all
schools to follow. At the moment, Ramatali said, sending
students home fell within the prerogative of the school.
According to police reports, Charles, a Form One Tran-
quility Government Secondary School student, was heading
back to his home around 8.30 am when he was shot.
Charles ran along Olton Road after being shot but col-
lapsed and was taken to the Port-of-Spain General Hospital
by a truck driver who saw him lying on the roadway.
Charles died while being treated.

Budget Day is expected to be on October
5. Sources disclosed the date yesterday and
Finance Minister Colm Imbert is expected
to officially announce it today following the
first full working session of the People s
National Movement Cabinet.
Imbert told reporters after he was sworn
in as minister on Friday that the budget date
was tentatively set for September 28 but
sources said it would be read one week later
on October 5. The Government has until
the end of October to pass the Appropriation Bill 2016.
The new session of Parliament is also to convene two
days later than the originally intended September 21.
The Government will have a tight schedule to complete
all the stages of debate on the fiscal package, including
a one-week debate in Parliament where the opposition
members intend to respond to the proposed fiscal measures.
All 41 MPs are expected to contribute to the debate in
the House of Representatives and debates are expected
to run late into the night.
Imbert said last week the Government was committed
to completing all the stages of the budget debate by the
end of October.
The Government was elected on September 7 and
ministers have only this week begun working from
their respective offices.
The financial year ends on September 30 but
Imbert said there was provision in the law for
ten per cent of the previous year s budget to
be spent during the month of October if a new
budget was not passed in time.
He said the Government would have access
to an estimated $6 billion during that period.
