Palo Seco Agricultural Enterprises Limited (PSAEL) is a wholly owned State Enterprise which is
involved in the management and construction of infrastructure projects, estate management and
property maintenance services for Government and State Enterprises.
Suitably qualified persons are invited to apply for the following position on contract:
CHIEF EXECUTIVE OFFICER
The Chief Executive Officer shall be responsible for the management of the affairs of the Company and will
be required to develop in consultation with key stakeholders, the Company's vision, mission and strategic
plan. The incumbent will be responsible for the Plan's effective execution, to achieve the Company's stated
objectives. These objectives must be achieved in a customer-focused, quality assured and cost effective
environment, in a timely manner.
Directs the development, preparation and monitoring of the Company's Strategic Business Plan.
Directs the operations of the Company in accordance with approved policies and procedures.
Identifies business opportunities which are consistent with the vision and strategic plan of the Company.
Directs and monitors the Company's annual budget and provides appropriate reports and assurances to
Represents the Company at meetings with State Agencies and other organizations seeking to utilize the
Company's services and directs the negotiation of business arrangements with such Agencies.
Establishes and maintains effective business relationships with government agencies, Petrotrin and other
Key Stakeholders to facilitate achievement of the Company's objectives.
Submits for the Board's attention, decisions to be made and matters of importance in a timely manner.
Works closely with the Chairman of the Board in setting the Board's agenda, and provides timely and
relevant information to the Board to assist them in their decision-making.
Implements policies of the board to assure socially responsible and ethical behavior of the Company and
Guides the employees of the Company and provides executive leadership to ensure the long-term success
of the Company.
Develops and maintains an overall programme for staff training and development and succession planning
for the Department and the Management Team.
Ensures overall compliance for HSE.
Performs any other duties as may be required to successfully achieve this job function.
A Masters in Business Administration (MBA) or other relevant post Graduate studies together with eight (8)
years working experience at a senior management level or
A Degree in Management Studies/Finance/Public Sector Management/Engineering with at least fifteen (15)
years working experience of which ten (10) should be at a senior management level.
Knowledge of Strategic Planning and Management.
Knowledge of Project Management.
Knowledge of Property and Estate Management.
Knowledge of financial planning and budgetary control.
Knowledge of development/trends in property and estate management at the national and regional levels.
Knowledge of Government Development Policies/Strategies.
Knowledge of Health, Safety and Environmental practices and procedures.
Knowledge of Industrial Relations and Human Resource Management practices and procedures.
Knowledge of relevant computer productivity tools.
Knowledge in business development will be an asset.
The successful candidates will be required to:
Submit a current Police Certificate of good character
Undergo a full medical examination
Submit two (2) work references

So says the 2010 Kelly Global Workforce Index,
which surveyed approximately 134,000 people across
29 countries in North America, Europe, and Asia
Specifically, Kelly's Executive Vice President and
CEO, George Corona, said, "In taking control of their
careers, a strong personal brand becomes critical for
individuals in helping to differentiate themselves
and gain future employment. Many people are now
embracing the idea of operating as 'free agents', and
accepting responsibility for managing their own
careers and enhancing their marketability."
All respondents to the survey, worldwide, agreed
that verbal communication skill is the most important
element in defining one's brand, followed by technical
knowledge, resumes, written communications, per-
sonal attire and social media usage.
More than half surveyed said they were willing
to invest in improving their skills.
Two-thirds saw a career change or reinvention
in their future. "Not only has the job-for-life dis-
appeared but the career-for-life is going the same
way," Kelly's Executive Vice-President and General
Manager, Mike Webster, said.
Key findings among North American respon-
• 71% of baby boomers cited verbal communication
skills among the most important elements in per-
sonal branding, compared with Gen X (70%), and
Gen Y (67%).
• 66% of Gen X were prepared to spend their own
money on training to upgrade their skills, higher
than for baby boomers (60%) and Gen Y (62%).
• 82% of Gen Y were "very optimistic" about their
ability to keep pace with technological and other
change in the workplace, higher than for Gen X
(75%) and baby boomers (60%).
• 64% expected to have to change their career at
some stage in the future, comprising Gen Y and
Gen X (both 65%) and baby boomers (62%).
• 30% of respondents described themselves as "very
active" in their use of social media for personal
marketing, while 34% said they are "somewhat
