ROUSSEFF VACATES PRESIDENTIAL PALACE AFTER OUSTER
PESTEL---Fishermen gathered eagerly at a
rickety wooden pier to welcome a boat car-
rying Haiti s most divisive and provocative
The crowd quickly cleared a path as Guy
Philippe stepped to shore and began shaking
hands and slapping backs. More people
emerged to see the man whose face adorns
campaign posters on one-room shacks in a
community isolated from the rest of the coun-
try by forested mountains and rutted roads.
Philippe is reviled by some Haitians as a
leader of the 2004 rebellion that ousted Pres-
ident Jean-Bertrand Aristide. He is wanted
on decade-old drug-trafficking charges by
US authorities. And last week, a Haitian judge
questioned him about a deadly May raid on
a police station after he rebuffed previous
Yet Philippe appears to be revered in the
rural Grand Anse region of southern Haiti.
Many already call him "senator" as he seeks
to win a seat in a runoff election scheduled
for October 9 --- a victory that would give
him immunity from arrest and prosecution
in his homeland as well as political power
that he has long craved.
"He s like a father for this area," said Christin
Pierre Louis, who was among those welcoming
Philippe to the village.
Elsewhere, many see him as a troubling
symbol of Haiti s wider problems. (AP)
Police in the north-western Indian state of
Hariyana will check dishes of mutton biryani to
ensure they do not contain beef, a senior official
has told the BBC.
A vet will help officers inspect the mixed rice dish
in Mewat district, Hariyana Cow Service Commission
Chairman Bhani Ram Mangla said.
India s Hindu majority see cows as a sacred animal
but many other Indians eat the meat.
Beef is banned in Hariyana.
"We have been getting lots of complaints that
beef is mixed in the biryani in Mewat district so I
have ordered the police to physically check the biryani
sold in eateries there," Mangla said.
Meat samples would be sent to a laboratory for
testing, he said.

Hurricane Newton has left two people dead in

Officials said the five had ignored warnings
against going to sea and had taken their shrimp
fishing boat out.
The hurricane registered wind speeds of 90mph
as it approached the state of Baja California Sur.
It made landfall near the popular resort of Cabo
San Lucas, which sustained serious damage to
homes, shops and hotels when the stronger Hur-
ricane Odile hit in 2014.
Although some hotel windows broke and power
and phone lines were cut, the resort was spared
the extensive damage of two years ago.

LAOS---President Barack Obama and
Philippine President Rodrigo Duterte met
informally yesterday in a holding room
before attending a gala dinner at a regional
summit, Philippine officials said.
The brief meeting took a little sting out
of the soured relations caused by Duterte s
intemperate language in referring to Obama
earlier this week. That had caused Obama
to cancel a formal meeting scheduled for

Obama and Duterte are in the Laotian
capital along with other regional leaders
for the Association of Southeast Asian

way through the holding room before head-

On Monday, hours before arriving in
Laos, Duterte told Philippine reporters he
wouldn t accept questions from Obama
about extrajudicial killings that have
occurred during his crackdown on suspected
drug dealers and users.
More than 2,000 people have been killed
in the crackdown since he took office on

Filipino people, nobody but nobody. You
must be respectful. Do not just throw ques-
tions. Putang ina, I will swear at you in
that forum," Duterte said, using the Tagalog
phrase for "son of a *****."
On Tuesday, Duterte expressed regret
over the remarks, but the damage was done.
A Philippine Department of Foreign
Affairs spokesman, Charles Joe, also said
Obama and Duterte met in the holding
room. He said it was a mutually agreed
meeting, but that he had no details of what

for breaking fiscal responsibility laws in
her management of the federal budget.
She denies the accusations. She says her
