The National Insurance Property Development Company Limited (NIPDEC) was incorporated as a private limited liability company in July 1977, as an investment of the National
Insurance Board (NIB). Its principal place of business is located at 56-60 St. Vincent Street, Port of Spain. NIPDEC, acting on behalf of the Ministry of Works and Transport
(MOWT), is soliciting submissions from firms that are interested in and capable of providing ICT Equipment at the New Licensing Headquarters, Frederick Settlement, Caroni.
The prospective Proponent is invited to submit Proposals for the above works. Applications will be evaluated according to the following basic criteria:
(i) General background of the Firm
(ii) Financial capability of the Firm
(iii) Performance history
(iv) Work experience of the Firm in performing services for projects of a similar value and nature
(v) Current workload
(vi) Eligibility based on submission of required statutory certificates
Prospective proponents should be capable of undertaking all facets of the project to a value of at least Three Hundred Thousand Trinidad and Tobago Dollars (TT$300,000.00).
Proponents are advised that Request for Proposal (RFP) Packages will be available from June 8th, 2017 at NIPDEC's Head Office and may be collected from:
• The Office of the Company Secretary at 56-60 St. Vincent Street, Port of Spain, between the hours of 9:00 a.m. to 12:00 noon and 1:00 p.m. to 3:00 p.m.
• Downloading the document from NIPDEC’s website at www.nipdec.com (Click on "Supply of Information Technology and Communication Equipment for the
New Licensing Headquarters, Frederick Settlement, Caroni." A code will be provided to allow access.)
There is a non-refundable Tender Fee of TT$1,200.00 + VAT, which should be paid at any branch of First Citizens Bank of Trinidad and Tobago Limited, Account #1448112, Swift

To be allowed access to the RFP Packages, Proponents should present their proof of payment to the office of NIPDEC's Company Secretary.
Submission of Proposals will be closed on June 29th, 2017 at 2:00 p.m.

Sealed packages should be delivered to the Company Secretary's Office. Late applications will not be considered. Tender submissions will not be accepted
There will be a Pre-Submission Briefing on June 14th, 2017 at 10.00 a.m. at NIPDEC's Head Office, 56-60 St. Vincent Street, Port of Spain.
Only firms purchasing RFP packages will be permitted to submit a Proposal. Any Proposal submitted by a Firm which has not purchased an RFP package will be rejected as
The Proposal shall be accompanied by a Tender Security of Fifty Thousand Trinidad and Tobago Dollars (TT$50,000.00).
Please be advised that NIPDEC's criteria for the acceptance of Banks and Insurance Companies which provide surety for bonds to contractors are as follows:
a) With respect to Banks, bonds will be accepted where shareholders equity is at least TT$10 Million.
b) For Insurance Companies, paid up capital plus free reserves should be at least TT$30 Million and Certification by the Supervisor of Insurance of the Company's capacity to
issue the bond and that the requisite re-insurance is in place.
Further note that:
(i) Proponents will bear all costs associated with the preparation and submission of the Proposal including the tender fee which is not reimbursable.
(ii) Foreign Proponents are expected to comply with the requirements in the RFP packages to the extent to which such requirements are applicable to them.
(iii) NIPDEC reserves the right not to accept any Tender and/or abort the process before the award of contract; without defraying any cost incurred by any firm in submitting its
