TRAFFIC MANAGEMENT PROGRAMME PHASE 2
INVITATION TO TENDER
The NATIONAL INFRASTRUCTURE DEVELOPMENT COMPANY LIMITED (NIDCO) in partnership with the Ministry of Works and Transport commissioned the Traffic
Management Programme (TMP). The programme is specifically aimed at improving the overall safety of the roads on the Highways Division network. In this phase of
the programme, suitably qualified and experienced contractors are invited to submit tenders for supply and installation of metal beam guard rails as follows:
CP9: Supply and Installation of Safety Metal Beam Guard Rail Victoria West
Replacement of existing metal beam guard rails along the Solomon Hochoy Highway, from the 32.4 km marker to the 45.3 km marker, on both the
Southbound and Northbound carriageways.
CP10: Supply and Installation of Safety Metal Beam Guard Rail Caroni
Replacement of existing metal beam guard rails and the installation of new metal beam guard rails along the Solomon Hochoy Highway Northbound
carriageway, from the 0.0 km marker to the 11.52 km marker, and installation of new metal beam guard rails along the Solomon Hochoy Highway
Southbound carriageway, from the 0.0 km marker to the 1.4 km marker.
DESCRIPTION OF WORK
The scope of works includes removal of existing guard rails and the supply and installation of new guard rails.
Submission of tenders is open to all contractors registered in Trinidad and Tobago who can demonstrate that they have the expertise, experience, and financial
resources in projects of similar size and type as outlined in the Invitation to Tender. Evaluation of tenders will be based on requirements including: General Background
and Experience, Financial Capacity, Available Manpower and Resources, Similar Work Experience, Resources and Support System and Qualifications and Experience of
Proposed Key Personnel :
PURCHASE OF BID PACKAGE
The bid packages may be viewed and/or purchased between the hours of 9:00 a.m. and 3:30 p.m., Monday to Friday from Tuesday 30th January 2018 upon payment
of a non-refundable fee of TT$ 3,000.00 per tender, payable ONLY by certified cheque to NIDCO.
Prospective bidders are invited to a Pre-bid Meeting on Thursday 1st February 2018 at 10:00 a.m. at
Head Office, The Atrium, Don Miguel Extension Road,
San Juan. Site visits will be conducted following the Pre-bid meeting, at 1:00 p.m . with meeting place at Price Plaza, Chaguanas.
SUBMISSION AND OPENING OF PROPOSALS
The Two Envelope System will be utilised. Completed Technical and Financial tenders must be submitted (One Original, Three Hard Copies and One Electronic copy) in
separately sealed packages clearly labelled.

Please note that the Technical and Financial Proposals should be placed in separately sealed envelopes.
Tenderers are advised that the name of the company submitting the Tender should be clearly marked on the envelope
Technical Submissions will be opened publicly on the same day at
Head Office. A representative of the company/joint venture may be present at the opening.
NIDCO will not be responsible for any cost incurred by any prospective bidder in preparing their proposal and reserves the right to cancel the present notice in its
entirety or even partially, without defraying any cost incurred by any Bidder submitting a proposal.
NIDCO reserves the right to reject tenders received unsigned, in unsealed envelopes or with alterations or erasures not initialled by bidder/s.
Bidders s are fully responsible for the submission of their proposals and must satisfy themselves as to the nature of the project.
NIDCO does not bind itself to accept any proposal. NIDCO reserves the right to negotiate with and/or make a counter offer to all compliant bidders.
Late submissions will NOT be considered under any circumstances.

Nephew freed of murder, uncle faces manslaughter charge
A Sangre Grande magistrate has
freed a 25-year-old man of mur-
der but committed his 38-year-
old uncle to stand trial at the High
Court for unlawful killing.
Damien Cedeno, 25, and his
uncle Rickie Bacchus 38, of Sans
Souci, were both charged with the
murder of fellow villager Anthony
Hagley on July 26, 2015, at a bar in
Sans Souci, Toco.
A total of 26 witnesses gave ev-
idence. Defence attorney, Israel
Khan SC, submitted that there was
no case to answer for murder in
that no one testified as to who shot
Hagley and there was no evidence
that during a struggle with the ac-
cused men and the victim either of
the accused deliberately shot him.
Senior magistrate Debra
Quintyne held that from all the ev-
idence given she was of the view
that Bacchus was performing an
illegal act because he had in his
possession a firearm and he was
not the holder of a gun licence.
“During the struggle, two shots
were discharged from the gun”
and as a result the deceased, An-
thony Hagley received a gun shot
to his chest from which he died,”
said the magistrate.
Quintyne said that in spite of
the fact that there was no direct
evidence to show that Bacchus de-
liberately shot Hagley to death he
must answer to a charge of unlaw-
