The Assistant Regional Security Co-ordinator -
Regional Security has high visibility and direct
responsibility for the effective and efficient opera-
tions of the Office for Regional Security (ORS)
which is located within the Office of the Prime
Minister. She/he will have a direct client reporting
relationship to the Regional Security Co-ordinator
and will be responsible for supporting the Regional
Security Co-ordinator in managing and directing the
operations of the Office of Regional Security (ORS)
providing expert advice to the portfolio holder for
security in the CARICOM quasi-cabinet arrange-
ment; and identifying emerging threats within the
international arena that may impact on Trinidad and
Tobago. The Assistant Regional Security Co-ordina-
tor will also be required to deputize for the Regional
Security Co-ordinator when necessary.
Under the direction of the Regional Security Co-
ordinator, the Assistant Regional Security Co-ordi-
o Direct and manage the work of the Office for
o Develop mechanisms for and oversee the monitoring
of national, regional and international trends and
o Ensure continuous review of national and regional
responses to existing and emerging threats with a
view to informing national and regional security
policies and strategies.
o Provide expert advice on matters relating to
regional and international security issues and
provide periodic security updates.
o Act as liaison between CARICOM IMPACS and
the Office of the Prime Minister, providing regular
updates to ensure adequate representation at the
Heads of Government Meetings and the discharge
of functions as lead on regional crime and security.
o Develop and maintain a repository for all matters
relating to regional and international security.
o Liaise with foreign and local experts to develop an
understanding of regional and international
o Prepare policy papers, analytical briefs, and position
papers on existing and emerging threats and evaluate
the security implications of national, regional and
international responses to crime and security.
o In conjunction with regional and local partners,
monitor issues relating to transnational organization
crime with a view to developing recommendations
to build regional counter measures.
o Oversee the preparation of reports on activities
and responses to requests for information.
o Coordinate the processes necessary to manage the
Office of the (ORS's) Regional Security's current
activities and its projected growth.
o Manage and coordinate the preparation of the
(ORS's) Office of the Regional Security's Annual
o Represent NIA at conferences and give
presentations as required.
o Proven ability to understand and analyze security
risks and exposures and have a confident and
working knowledge and understanding of how to
manage such risks effectively.
o Extensive knowledge of international security concerns,
political issues, criminal activities, terrorist
organizations, insurgent activities, corruption,
militant activist organizations and other issues
relevant to CARICOM sub-region.
o Proven ability to perform under pressure and
respond rapidly to breaking situations within tight
o Extensive experience establishing networks within
the industry and government including contracts
in law enforcement and intelligence communities.
o Excellent research, analytical, writing and verbal
o Ability to work independently with minimal
supervision as well as work as part of a team.
o Ability to work with a wide range of individuals
from diverse backgrounds, countries of origin, and
at varying levels within the corporate structure.

university and a minimum of seven years related
experience and/or equivalent training preferable
in the field of criminology, international politics or
o At least five years' experience at a senior
managerial position within a similar environment.
o Practical experience analyzing policy and developing
o Computer literacy is essential.
o Experience developing and working with complex
databases. Knowledge of EXCEL, SPSS, Crystal
Reports, ARC GIS, SAS and 12 are assets.
o Experience performing research as well as managing
research projects is essential.
o Experience working in development areas and in
developing countries an asset. Knowledge of
communities within Trinidad and Tobago and the
wider Caribbean is highly desired.
o International experience is desired.
The incumbent is required to perform a variety of
complex clerical/secretarial and administrative sup-
port duties. Work involves the performance of office
management functions; assisting in strategy and
work programme planning and implementation;
undertaking follow-up activities as required and per-
forming secretarial duties for managerial/profession-
al and technical staff. Duties also include the super-
vision of employees engaged in the performance of
related duties. Depending on assignment, the
incumbent may be required to perform some or the
full range of the duties of this position.
o Supervises the work of employees performing a
variety of routine to complex clerical/secretarial
and administrative duties by assigning and
reviewing work and providing guidance.
o Trains and guides staff in performing work assignments.
o Co-ordinates the planning and management of
meetings, workshops and conferences.
o Prepares and/or guides the preparation of
complex correspondence, spreadsheets, reports
and other documents.
o Determines the need for, and prepares or oversees
the requisition, receipt, storage, distribution and
maintenance of office supplies and other equipment.
o Undertakes follow-up activities regarding the
Unit's work programme and decisions taken at
meetings, workshops and conferences and submits
o Undertakes research, conducts analysis and
compiles data as directed.
o Performs office management duties such as:
- developing and maintaining file register and filing
system in keeping with established procedures.
- co-ordinating the receipt, sorting, recording and
distribution of correspondence and other documents.
- co-ordinating travel arrangements for staff.
- arranging for equipment/building repairs and
o Assists in the preparation of budgetary estimates
by obtaining relevant financial and other data for
o Generates a wide variety of documents such as letters,
memoranda, minutes, reports, spreadsheets utilizing
