For the information of the general public, the Teaching Service Commission wishes to
issue the following statement with respect to the filling of vacant offices of Guidance Officer
in the Teaching Service.
The Commission has always moved expeditiously to fill vacant offices in the Teaching
Service as one of its main goals is to fill vacant offices as soon as they occur. The
Commission has made significant strides towards the achievement of this goal.
In Trinidad and Tobago, there are 454 primary schools and 125 secondary schools. There
are 164 offices of Guidance Officers to service these schools.
The Ministry of Education advertised 63 vacant offices of Guidance Officer I. The applica-
tions were shortlisted by the Director of Personnel Administration and on September 04,
2012 requested the Permanent Secretary, Ministry of Education to appoint two officers to
serve as Members on the Interviewing Panels for the purpose of conducting interviews to
fill the offices.
By correspondence dated January 07, 2013 the Permanent Secretary submitted its nom-
inations for two officers to serve on the Interviewing Panels. Subsequently, on January 31,
2013 the Director of Personnel Administration requested the Permanent Secretary to nom-
inate four additional officers since the number of applications received for the office was
quite substantial. The Permanent Secretary's nominations were received by correspon-
dence dated March 05, 2013.
The Teaching Service Commission conducted an orientation session with all six (6) nomi-
nees for the Interviewing Panel on April 29, 2013 at which time it was decided that inter-
views for the office of Guidance Officer will commence on May 07, 2013. The interviews
were scheduled and candidates were notified accordingly.
However, on May 06, 2013 the Permanent Secretary requested that the interviews be sus-
pended pending a review of the nominees for the Interviewing Panels. As a consequence,
the Director of Personnel Administration informed the Permanent Secretary on May 07,
2013 that the interviews would be rescheduled to commence on May 21, 2013.
On May 10, 2013 the Permanent Secretary furnished the Director of Personnel
Administration with the names of six (6) officers who had been nominated to serve on the
Interviewing Panels. However, the interviews could not commence on May 21, 2013 as
scheduled due to a delay by the Permanent Secretary in informing the officers of their
nomination to serve on the Interviewing Panels.
Interviews for the office of Guidance Officers commenced on June 20, 2013.
The Commission remains committed to working with all stakeholders in the Teaching
Service to ensure the realisation of its goals in education.
