The Government of the Republic of Trinidad and Tobago has received financing from the Inter-American Development Bank (IDB) and intends to apply
part of to proceeds to payments under the project Electronic Government and Knowledge Brokering Program for the Design, Development and
Implementation of an Enterprise GIS for the Ministry of National Security (MNS), Trinidad and Tobago.
The MNS is embarking upon the development of an Enterprise Geographic Information System (eGIS) that will provide a coordinated and centralized
approach to the Ministry's business activities which rely on a geospatial component. The eGIS solution will be scalable, robust and built for high
availability to support the various functionalities needed in an end-to-end web GIS system. These include geospatial data modelling, geoprocessing,
analysis, web services, mobile applications, desktop applications and development tools.
The services to be provided by this solution will be available to all Divisions of the Ministry, Specialised Agencies, Tobago Emergency Management
Agency (TEMA), other strategic partners and the public.
Consultancy services required for this project include but are not limited to the following:-
1. To design and implement a turn-key Enterprise GIS solution that is scalable, support high availability, secure and reliable. Additionally, to integrate
and/or develop a suite of GIS based applications for dissemination of information to the public and collection of information from the public.
2. To provide system migration and integration for identified existing legacy systems that ultilise a spatial component.
3. To develop in-depth test plans and conduct respective testing to ensure complete functionality and that system performance is in keeping with MNS
4. To provide training in system administration, application and map development and Spatial Data management.
5. To provide data conversion, migration and re-configuration of the Ministry's existing spatial databases.
6. To recommend the required hardware equipment to support the performance and reliability of the GIS solution being proposed.

8. To provide a three (3) year maintenance plan/service level agreement to provide updates, upgrades, patches and to conduct scheduled performance
analysis/ monitoring and evaluation.
In this regard, the Central Tenders Board on behalf of Ministry of Public Administration invites eligible firms to indicate their interest in providing the
information establishing that they are qualified to perform the services required (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, financial capacity etc.). Interested firms should have experience in the design and
implementation of enterprise GIS solutions and possess a track record of successfully carrying out similar projects.
Firms will be selected in accordance with the procedures as specified in the Inter-American Development Bank's Policies for the Selection and
Contracting of Consultants financed by the Inter-American Development Bank (current edition) and is open to all eligible bidders as defined in the
policies which can be found at website: http://www.iadb.org/procurement.
Information / clarification can be obtained during normal working hours from address (2) below from Monday to Friday during office hours 8 a.m.
to 4 p.m. local time.
An original and five (5) copies of your document should be placed in sealed envelopes clearly marked on the outside:-

Box located in the lobby of the Board's Office not later than 1:00 p.m. (Local Time on Thursday 15 July, 2013.
Consultants should note that the dimensions of the slot in the Tenders Box are 37.5 cm x 5.5 cm and as such, documents should be packaged accordingly.
Late submissions will not be considered in any circumstances.
