NOTICE TO TENDER
To All Registered Contractors With the
CHAGUANAS BOROUGH CORPORATION
In accordance with C.T.B. Ordinance Regulation 12/2 (a) and Legal Notice #234 as amended which falls under
the Special Ministerial Tenders Committees' Limit, tenders are invited for Construction Works under
the Development Programme 2012/2013 for the following:
1. C.B.C. Vendors Mall Sanitary Block --
to construct sanitary block
2. St Thomas Village- to grade grub and fill site
Prospective Tenderers who wish to bid must be a Registered Contractor with the Corporation whose name
appears on the List of Contractors. (All Petty Contractors must be approved by the Minister of
Finance, Director of Contracts, Circular Memorandum 2/1/16 dated 12/03/1997).
Tender documents may be perused and can be obtained at the Tenders Department during the hours of 9:00
a.m. to 12:00 noon and 1:00 p.m. to 3:00p.m. at a non-refundable cost of $1,000.00.
A Public Notice, an Invitation to Tender along with a listing of all Registered Contractors will
be placed at security desk of the Administrative Building.
Tenders must be accompanied by an original Valid Income Tax and Value Added Tax Clearance Certificates
issued by the Board of Inland Revenue and date not more than (6) six months prior to the closing date of the
tender. Tenders must also be accompanied by an original National Insurance Compliance Certificate. All
other instructions are attached to the tender packages.
Any further technical information may be obtained during normal working hours from Mr. Ranjit Persad,
County Superintendent, Chaguanas Borough Corporation, Ministry of Local Government at telephone num-
ber 671-1174 ext. 229.
A pre-tender meeting followed by a site visit will be held on Monday 29th, 2013 at 10:00 a.m. at the
Tenders will be closed on Monday 5th August, 2013 at 9:00 a.m.

Late Tenders will not be considered under any circumstances. The Committee does not bind itself
to accept the lowest or any other tender.
The Committee reserves the right to cancel the bidding process in its entirety or even partially without defray-
ing any cost incurred by any firm in submitting their tender.

Italian weekly news magazine L E-
spresso has suggested that Pope Fran-
cis has just made the first serious error
of his pontificate.
The report, published on the eve of

ingly appointed an actively gay Vatican
monsignor to a senior post in the scan-
dal-riddled Vatican bank, the Institute
for Religious Works (IOR).

57-year-old Monsignorr Battista Ricca,
who last month was nominated as sec-
retary to the commission of cardinals
who oversee the affairs of IOR, has a
colourful and well-documented gay

spresso claims that in 1999 to 2000,
when Monsignor Ricca served as pro-
nuncio in Uruguay, he had a "ménage
à deux" in the Vatican nunciature with
his then lover, Swiss army captain
It also claims he was involved in a
brawl at a gay bar in 2001 and, in the
same year, was involved in an embar-
rassing incident when he got stuck in
the elevator in the nunciature and was
subsequently discovered by the fire-
fighters who released him to be in the
company of "a young man well known
to the police".
