TOBAGO HOUSE OF ASSEMBLY
The Division of Settlements and Labour, Tobago House of Assembly, is seeking suitably qualified per-
sons to fill the following positions (on contract):
Assist in the preparation of plans and specifications for the con-
struction and/or alteration of buildings.
o Meets with requesters to determine requirements of projects;
determines feasibility of project and prepares cost estimates.
o Performs original design work utilizing specifications, sketches
and ideas on developing designs.
o Analyzes space utilization effectiveness and changing demands
for space needs: recommends actions to meet new requirements.
o Compile data for comprehensive facilities use and feasibility
data to be used for the Division's long-range planning.
o Compile data for architectural plans, specifications, cost
estimates, reports, etc.
o Prepare plans for existing buildings where plans are not available.
o Conduct preliminary studies of proposed projects to obtain
information as to space and design requirements, obtaining
measurements and making sketches preliminary to the
preparation of drawing.
o Preparation of scale drawing of details required for
o Preparation of design development drawings.
o Preparation of "record" drawings on completion of construction.
o Preparation of layout and draws preliminary sketch of project
to present to client.
o Developing and/or coordinating development of detailed
working drawings and specifications after approval for project
has been obtained.
o Assists with coordinating bid process.
o Reviews shop drawings, specifications, cost estimates and
construction material recommendations submitted by outside
architects and contractors to ensure adherence to contract and
notifies Architect of discrepancies.
o Reviews work of contractor, verifying specified materials are
being used, dimensions are as drawn and quality is according
to contract document.
o Provides support to Administrator and management staff.
o Knowledge of architecture and architectural principles and

o Knowledge of the methods and techniques of CAD design
o Knowledge of federal and state facility and code requirements.
o Knowledge of structural, mechanical and electrical engineering
relating to building costs.
o Skill in drafting architectural plans.
Bachelor's degree in Architecture or related field AND a mini-
mum of one (1) year architectural experience including use of
CAD technology; OR, Any equivalent combination of experience
and/or education from which comparable knowledge, skills and
abilities have been achieved.
The incumbent is responsible for the identification, development
and implementation of the Division of Settlements and Labour's
communication's policies, strategies and plans. Work includes
formulation and reviewing policies and systems, monitoring and
evaluating the implementation thereof and providing advice and
guidance. Leading corporate media campaigns, public relations
and communications activities to generate consistent publicity
results with clear targets and priorities and supervising lower-
level staff engaged in related work.
Strategy, Design and Monitoring
o Contributes to the development, design and implementation of
the Division of Settlements and Labour's communications
policies, systems, strategies and plans, rules and regulations.
o Monitors the implementation of the Division's policies,
systems, strategies and plans, rules and regulations, to ensure
compliance and makes appropriate recommendations.
o Obtains inputs from other Divisional Communications Units
and Departments of the Division by using collaborative
o Assists in the preparation of the budgetary estimates of the
Unit and ensures that expenditure adheres to financial guidelines.
o Directs the research and utilization of other data in the analysis
and evaluation of information for the preparation of policy
documents, briefs, working papers and presentations.
o Provides post-event analysis, budget recaps and participant
feedback and incorporates learning into future plans.
o Assists with relevant research to determine the success/impact
and outreach of information programmes and initiates
corrective action as appropriate.
o Conducts on-going quantitative, qualitative and/or desk
research to assess the communications environment, both in
general and for specific communications campaigns/projects.
o Monitors the implementation of communications plans of the
Division through performance assessment mechanisms.
o Collaborate with relevant agencies in monitoring their
strategies for developing local content, public education and

Settlements and Labour. Assignments are received from the
Administrator orally or written. Duties are performed independ-
ently in accordance with established policies and procedures.
Guidance is obtained on the more complex matters from the
Administrator who reviews performance through meetings, dis-
cussions and analysis of reports.
o Directs or assists in the direction of one or more moderately
complex functions of the Division of Settlements and Labour or
assists in the formulation of policy and in the direction and
supervision of one or more specified services of the Division.
o Manages administrative matters such as rentals utility services

makes specific recommendations.
o Supervises the human resource functions of the Division
(including managing the performance appraisal process and
coordinating training for the members of staff).
