"THE WATER AND SEWERAGE AUTHORITY LILLIAN HEIGHTS WASTEWATER
TREATMENT PLANT COMPULSORY PURCHASE ORDER 2012"
1. Notice is hereby given that the Minister of the Environment and Water Resources, in
exercise of his powers under the above Acts, on the 12th day June of 2013 confirmed
without modification the above Order submitted by the Water and Sewerage Authority.
2. The Order as confirmed provides for the acquisition of the freehold interest in the land
and infrastructure comprising the Lillian Heights Wastewater Treatment Plant together
with all easements, rights of way and other appurtenances. The Water and Sewerage
Authority has made this Order in order to ensure the maintenance and operability of the
Wastewater Treatment Plant in the interest of public health and safety.
3. A copy of the Order as confirmed by the Minister and of the map referred to therein have
been deposited at the Legal Services Department, Water and Sewerage Authority, Head
Office, Farm Road, St. Joseph and may be seen during the hours of 8:00 a.m. to 4:00 p.m.,
Monday to Friday.
4. The Order as confirmed becomes operative on the date on which this Notice is first
published. A person aggrieved by the Order may, by application to the High Court within six
(6) weeks from that date, challenge its validity. The grounds for the challenge can be
that the authorisation granted by the Order is not within the powers of the Water
and Sewerage Act Chapter 54:40 or that there has been a failure to comply with any
relevant statutory requirement relating to the Order.
All and Singular that certain piece or parcel of land situate in the Ward of Arima in the island of
Trinidad comprising One Thousand and Twenty point Four Square Metres (1020.4 m²) (being
portion of the larger parcel of land comprising 14 Acres, 3 Roods and 16 Perches described
in the Schedule to Deed registered as No. 11561 of 1984) and bounded as follows:
On the North partly by a concrete drain and partly by Mountain Mist Crescent on the South
partly by Arima Old Road and partly by an open space known as Lot A4 on the East partly by
Mountain Mist Crescent and partly by an open space known as Lot A4 and on the West partly
by a concrete drain and partly by Arima Old Road and which said piece or parcel of land is
more particularly delineated shown coloured pink as Lot A3 on the survey plan of Colvin
Blaize Trinidad and Tobago Land Surveyor dated 12th April 2012 and annexed hereto and
marked "Plan referred to in THE WATER AND SEWERAGE AUTHORITY (LILLIAN HEIGHTS
WASTEWATER TREATMENT PLANT) COMPULSORY PURCHASE ORDER 2012".

Gunmen dressed in army and
police outfits killed one man, shot
another and pistol-whipped a
third man during a suspected
robbery at their home in Char-
lieville, Chaguanas, early yester-
Stephen Rivaldo, 54, also known
as "Trug," died instantly after he
was shot in the head.
Rivaldo was working as a
watchman at the Clarke Road
house, which is owned by his
friend Joseph Huggins. Rivaldo
also lived there.

Huggins, 42, a contractor, who
was treated and discharged for a
gunshot wound on his left thigh,
recalled the ordeal. He said he was
awakened by Rivaldo, who was
calling out to him by the window.
Huggins said the men used Rivaldo
to try to get him to open the door.
"I asked him what happened
and he said I feeling sick. Then
an unidentified man in army attire
just start to shoot just so inside
He said the man fired about
three shots, one of which hit him
on his leg.
Another man, Larry Hart, 49, who
lived in an apartment at the back of
Huggins house, said when he first saw
the men he thought they were on an
exercise because of how they were
"Two of them were in full army
wear and the other one had on a blue
police uniform. They had on shiny
Hart said he realised they were not
Defence Force personnel when they
pulled him off his bed, bound his wrists
and demanded money.
"I told them I am a construction
worker I have no money."
He said he was hit a few gun butts
to his head and then they ransacked
his place. Hart said shortly after he
heard a vehicle with a turbo engine
speed off and then Huggins untied
Huggins said he waited until the
police arrived before he came out the
house and found Rivaldo s body in a
pool of blood.
The incident has left them in a state
Huggins said: "This is quite a sur-
prise. It s a quiet area. He (Rivaldo)
and I were good friends. He was a nice,
helpful person ask the neighbours. He
also use to plant garden."
He said Rivaldo has a daughter and
was originally from St Joseph, but he
had been living there for the past six
