o Provide a Sound advisory role to the CEO, Formulating the
Human Resource Strategic plan / policy to guide ECCL's growth
and sustainable development.
o Manage the Human Resource function in ECCL ensuring equity
and consistency in decision - making and the delivery of timely,
efficient and courteous service to all Staff in the area of Human
o Manage the critical areas of effective Employee Relations (ER)
and Industrial Relations (IR).
o Engage in effective Workforce Planning / Recruitment,
Succession, so as to engage, manage and utilize the people
resources of the company.
o Apply new approaches to work process design, career
development organizational mobility.
o Develop a comprehensive strategic Human Resource Plan/
Budget for ECCL.
o Implement approved HR Plan, Monitoring results and
recommending / implementing changes to achieve strategic goals
and targets set.
o Ensure that Staff morale of HR Team achieves a satisfactory
/better rating and contribute to ensure that ECCL's overall Staff
morale achieves a satisfactory /better rating.
o Formulate and implement approved policies relating to effective
HR managements. Maintain HR Policy Manual / Employee
Handbook ensuring equity /consistency in decision making.
o Review ECCL's organizational structure /staffing to ensure
functionality / strategic alignment.
o Ensure effective recruitment , workforce and succession
planning /career planning , evaluating recommendations for
staff transfers, promotions , relief and leave arrangements as
required .Advise CEO and Board on areas of organization
change and development that enable ECCL to deliver on goals
and achieve its strategic objectives.
o Act as a Change Agent, implementing and influencing effective
change throughout ECCL.
o Maintain a positive working relationship with staff, CEO,
Department Heads and the Union.
o Attend staff meeting, Board meetings and Sub Committee
Meetings as required.
o A First degree in Human Resource Management or related field.
o Diploma/ Certificate in Industrial Relations.
o A Post Graduate Degree in Human Resource Management.
o Thorough and detailed knowledge of current Human Resource
procedures and best practice in the areas of organizational
development, change management, performance management,
compensation management , position evaluation and succession
o Thorough Knowledge of the principles of alternative dispute
resolution, human resource and industrial laws, regulations and
o At least ten (10) years progressively responsible experience in a
Human Resource environment at a senior supervisory level.
o Undoubted Integrity & Confidentiality.
o Excellent interpersonal , communications and presentation skills
o Sound interpretive ability with the skills to deal with abstract
and concrete variables
o Strategic thinker with demonstrated ability to identify /assess
trends /changes in the global market place and to manage and
influence positive change
