The country s first linear park is to be established
in East Dry River, Port-of-Spain. This was disclosed
by Planning and Sustainable Development Minister
Dr Bhoendradatt Tewarie.
His comments came in a recent interview after
Thursday s announcement of a $750 million Flood
Alleviation and Drainage Plan for Port-of-Spain, by
Environment and Water Resources Minister Ganga
Singh. The project is being executed with the assis-
tance of the Inter-American Development Bank (IDB)
and includes the park.
Tewarie also said the Brian Lara Promenade is to
be extended to East Dry River.
The project, to cost $120 million, was linked to
several others being implemented by the Government
to rejuvenate East Port-of-Spain.
Tewarie said the park, the first of its kind in the
country, would be a public space with facilities for
concerts, theatrical productions, among other facilities
where people can relax and where community activ-
ities can take place.
"It s part of the project for the sustainable devel-
opment of Port-of-Spain," he said.
He said the park will bridge the gap between the
west and East Dry River and the public space would
be created as the flooding problem is resolved.
He said for the project to be completed the flooding
problem in east Port-of-Spain must be addressed.
The park is to be constructed at a cost of over
According to the IDB document: "This component
will finance all the civil and landscaping works for
the implementation of the 1.8-km linear park located
at St Ann s River."
It said the park would be designed in conjunction
with the catchment analysis and drainage works
The IDB document said the river discharge was a
major cause of flooding in Port-of-Spain.
"This area needs to have an integral solution which
will contemplate the redesign of the civil works at
the discharge area including road bridges, diversion
chambers, riverbed works.
"A solution is being sought through a multidis-
ciplinary Longitudinal Park Project, intended to con-
vert the river itself and the currently deteriorated
surrounding public areas into a harmonious urban
context, delivering improved traffic solution in south-
north direction and valuable urban space for public
use, while at the same time ensuring adequate stream
East Dry River to get linear park
Wikipedia says a linear park is a
park that is substantially longer than
it is wide. It is often formed as a part
of a rails-to-trails conversion of
railroad beds to rail trail recreational
use. Other linear parks make use of
strips of public land next to canals,
streams, electrical lines, highways
and shorelines. Another famous
example of a linear park is the Berlin
Mauerpark, which was built on a
part of the former Berlin Wall area
and its adjacent death strip.
In some cities, many linear parks
run through residential areas, where
housing will front streets and back
onto small linear parks containing a
pathway, trees and grass.
flow especially during storm events."
The plan has no specific provisions for the flooding
problem in Diego Martin.
Tewarie said there are many plans for the restruc-
turing of the city area and he is expected to meet
with Transport Minister Stephen Cadiz on Monday
to discuss some of them.
Tewarie said he also had discussions with Port-
of-Spain mayor Louis Lee Sing with respect to changes
at the Central Market area. He did not elaborate.
