COMMUNITY IMPROVEMENT SERVICES LIMITED (CISL)
is a state-owned enterprise mandated by the Government to improve the infrastructure of communities
throughout Trinidad and Tobago.
Applications are invited from suitably qualified persons for employment in the following contract positions:
Formulating and guiding delivery of the overall HSE strategy of the organization. The jobholder is also responsible for the development, implementation, and
maintenance of an Integrated HSE Management System framework and supporting processes to guide the conduct of the Company's business activities so
that they are aligned with its strategic and policy commitments on Health, Safety and the Environment.
KEY DUTIES AND RESPONSIBILITIES:
To develop, implement and maintain the organisation's Occupational Health and Safety Policy, Programs, Procedures and Strategies;
To assist in complying with current health and safety legislation and/or regulations with the objective of ensuring that all reasonable and proper
measures are taken to protect the safety and health of staff and visitors;
To develop procedures and strategies to eliminate or mitigate HSSE risks;
To develop procedures and strategies for reporting and investigation of accidents, incidents and near misses, and reporting to the OSH Agency
To establish budget proposals for the operation of the Occupational Health and Safety office and specific training programs;
To provide regular training to all employees of the organization to ensure full compliance with the law and best practice;
To prepare Risk Assessments as required by law and implementation of all recommendations for corrective actions stemming from such;
To develop, implement and monitor systems for handling of HSSE concerns;
To increase health and safety awareness at all levels within the organization;
To investigate and report on all serious/critical personal injury accidents occurring to students, staff and/or visitors to the appropriate senior official,
and to assist in the investigation of all accidents/incidents that result in substantial damage to company vehicles and property;
To investigate and report on complaints of hazardous working conditions;
To respond to all employees' safety concerns;
To conduct, as necessary, the safety inspection of the organization;
To assist the organization Joint Occupational Health & Safety Committees;
To respond to fires and other emergencies on or about the organization property;
To receive reports from and respond to orders issued by Department of Labour inspectors;
To arrange for Occupational Health and Safety testing and/or evaluations of the workplace by external agencies/consultants as may be necessary;
To act as liaison with all related governmental bodies and regulating agencies;
To coordinate the training of personnel in areas of safety, including first aid, CPR, accident prevention and investigation, work place inspections and
other matters related to implementing safety procedures;
To coordinate the organization emergency procedures and act as the emergency on-site coordinator;
To assist executive staff and supervisors in emergency preparedness;
To develop, review, and update appropriate sections of the Emergency Procedures Manual;
To liaise with municipal and State Emergency planners, update plans, organize exercises and evaluate procedures;
To liaise with the fire department regarding emergency procedures, communications and fire safety education programs;
To assume other duties as may be assigned.
KNOWLEDGE AND SKILLS:
Knowledge of Health and Safety standards and best practices.
Working knowledge of HSSE best practices in a construction environment.
Knowledge of and the ability to develop Health and Safety policies and procedures, management of information systems and high performance
Ability to foster a safety culture amongst the employees at CISL and Contractors.
Ability to conduct root cause analysis.
Excellent communication skills.
Good interpersonal skills.
QUALIFICATIONS AND EXPERIENCE:
A first degree in Health and Safety Management OR
A first degree in Environmental Sciences, as well as a diploma in Health and Safety Management.
A minimum of five (5) years' relevant, work related experience at least five (5) of which should have been in a senior/supervisory capacity.
Experience in environment, health and safety and a sound understanding of current and relevant international industry best practices and standards.
Excellent knowledge of TT OSH Act, subsidiary legislation and HSE regulations.
Expert interpretation and understanding of Regulations, HSE Codes, Practices and Procedures.
Experience in developing effective and sustainable systems and procedures based on applicable regulations and standards.
Advanced competence in the Microsoft Office Suite.
