REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Saint Lucia represented by the Ministry of Physical Development, Housing and Urban Renewal,
invites Expressions of Interest from qualified private sector partners (i.e. local, regional and international) for the
The former hospital facility, an old colonial military building complex located at La Toc in the capital Castries, has a

request. Note that the refurbishment works are scheduled for execution in the year 2014/2015 financial year.

iii. Technical competence;
iv. Financial capability;
v. Constitution of legal status;

In the assessment of submissions, consideration will be given to the following:
i. Technical competence;
ii. Qualifications and experience;
iii. Local, regional and/or international experience on similar assignments;
iv. Financial capability and existing commitments.

Following the assessment of submissions, a short-list of not less than three and not more than six candidates will be
provided with the full Terms of Reference and invited to submit technical and financial proposals to undertake the
assignment. The Government of Saint Lucia reserves the right to accept or reject late applications or to cancel the
present invitation partially or in its entirety. The Government will not be bound to provide a reason for not short-list-
ing an applicant and will not defray any costs incurred by any applicant in the preparation and submission of the
Expression of Interest.
