McDonald, showed no visible sign of
wounds after being undercut when
predecessor Winston Dookeran
anointed colleague Carolyn Seepersad-
Bachan for COP s leadership.
Ramadhar had a preview of what
campaigning might be like as he bat-
tled Opposition cross-talk in yester-
day s Parliament debate.
Dookeran was absent. Seepersad-
Bachan, latest (after PNM s unsuc-
cessful Pennelope Beckles-Robinson)
vying to emulate Prime Minister
Kamla Persad-Bissessar female leader-
ship path, was also missing as was
colleague Anil Roberts.
PP s external challenges are now
supplemented by internal ones pre-
sented by COP s contest in which all
other COP MPs are as completely in
the spotlight as Roberts is.
Loose ends in his scenario still lack
confirmation and consequences.
COP s "suspension" of him means lit-
tle since Roberts hardly attends COP
meetings. If fired from Cabinet---and
unless on criminal charge---he ll be
bounced to PP s backbench, officials
There s no danger of a by-election
(unlike the Volney/St Joseph scenario).
Elections and Boundaries Commission
stated the Constitution s Section 69
(3) precludes by-elections after the
fourth year of a term.
June 18 marks the fourth year of the
current Tenth Parliament. It remains
to unfold if action on Roberts arrives
before. Or if authorities will take
advantage of that timeframe.
Roberts issues were utilised recently
by COP s leadership contenders to
show strength---first, Ramadhar s sus-
pension of Roberts, then Seepersad-
Bachan s "bully" rebuff.
COP s election, set to split what s
left of the fragmented party, will see a
face-off of self-interest and national
interest (plus spin on this) and will
ultimately determine the PP s fate,
general elections included.
Clearly---an impending COP referen-
PNM leader Keith Rowley s status as
prime minister-in-waiting with three
election victories aided his incumben-
cy in PNM s polls. Incumbency for
Ramadhar---in the beleaguered Gov-
ernment---lends little assistance.
Ramadhar s detractors deem his
staying in the PP---retaining coalition
stability---lack of strength and con-
doning of PP s perceived governance
issues. Dookeran who took COP into
the PP, was criticised for same.
Dookeran s statement endorsing
Seepersad-Bachan, an indictment on
Ramadhar---and indirectly the Govern-
ment also---appears to be an effort to
redeem the situation.
Using the word "rebuild," confirms
his view that COP has been weak-
ened. Other aspects denote concern
with governance, though he as well as
Ramadhar are key PP members. Over-
all, it s Dookeran s strongest signal on
PP performance. Not good.
Signalling lack of confidence, it
confirmed he s at odds with Ramad-
har s actions (or inaction) on PP.
Endorsing Seepersad-Bachan indicates
Dookeran may want the opposite, and
she may have strength to do what he
and Ramadhar may have failed to.
Dookeran s endorsement didn t pro-
nounce on Seepersad-Bachan s efforts
to build COP in her years there and
as chairman. Or her work as chair-
man of the PP s caucus of chairmen,
mandated to work out coalition rela-
tionships---which could have strength-
ened COP s hand. Officials said
there ve been less than a handful of
meetings up to last year.
Ramadhar telegraphed his opinion
of Seepersad-Bachan s performance in
February: mandating COP vice chair-
man Nicole Dyer-Griffith, instead of
her, to begin consensus talks with
Dyer-Griffith is out of circulation
temporarily due to a miscarriage, this
Dookeran once brought PP groups
together. His endorsement has now
approved division not only in COP via
its election, but according to who
wins, possibly the PP.
Various COP members fear Dooker-
an s influence in COP may have been
manipulated. But Dookeran, canny
politician, is aware of the repercus-
sions of his actions. Whatever PP
sacrifices he and others believe might
be necessary for COP and country
remain to unfold along with the
action rivals believe will be in the
Ahead: COP s campaign and the
outcome. For winners and losers on
all political sides.
