Citing Section 34C of
the Sexual Offences Act,
Emmanuel George says
he believes a sexual
offender registry is
already catered for within
However, George said
he would seek further
guidance from Attorney
General Anand Ramlogan
on the matter.
George said his under-
standing of the current
legislation was that when
an individual went to a
police station and made a
report of a sexual viola-
tion, there was an auto-
matic register. This,
George said, would indi-
cate that there was no
need for a formal registry.
George also said if there
were to be a registry, it
would not be under his
purview, since the legis-
lation stated any notifica-
tion should be recorded in
a register and acknowl-
edgements made to the
National Security Minister,
Gary Griffith. The onus,
he said, was on the T&T
Police Service (TTPS) to
"set up a system."
Meanwhile, Public Rela-
tions Officer for the TTPS,
Insp Joanne Archie, said
last Wednesday in a phone
interview, "We do not have
a sexual offences registry.
We have a criminal records
office which deals with
records. It is not a system
like other jurisdictions,
where the public can walk
in and ask to view it. The
records are there for inves-
tigative purposes. There is
not one document called
a sexual offender register."
She said although the
registry was catered for in
the act, she was uncertain
about its actual imple-

in his local police area and giving an oral
notification to any police officer; or to
any person authorised for the purpose
by the officer in charge of the station; or
(b) By sending a written notification
to any such police station.
(2) Any notification under this section
shall be recorded in a register provided
for that purpose and shall be
acknowledged; such acknowledgement
shall be in writing and in such form as

national security is assigned, may

relation to any person, means the
address of his home, that is to say, his
sole or main residence in T&T or where
he has no such residence, premises in
T&T which he regularly visits; 'local
police area,' in relation to any person,
means the police area in which his
home is situated."
